Two Plugs:
Looks more to me like a customized Africa Twin by an after-marked accessory provider than the real thing. Having worked closely with the motorcycle department of our police for almost 15 years, I don't see them doing patrols on these knobby tires.
For real offroad... they would use something considerably less heavy.

I do like the rough appearance however!  VCIF_ThumbUp
