Sure but as locks have no cap; seems better to have them at the rear  ... ;D
Even in the rear they get muddy...

I often place my locks at the front when riding gravel as less mud and craps gets on the pannier locks that way. The only issue is the lids open the wrong way and won't stay open due to the rising angle of the bike towards the back.


Either way, I periodically put oil in the locks otherwise they eventually get stiff.
